so to answer your questions, for someone who’s getting started, i really recommend either GIMP or Krita! theyre both free programs/softwares so the worry about cost is out of the question :)
i personally used GIMP when i first began doing digital art, solely because its free and didnt how committed i will be to digital art. i used GIMP to try out making graphics at first, but later i got into illustrating/animating, and GIMP really works amazing for those as well! from my experience, GIMP has so many features that are similar to photoshop (what i’m using right now), not really the advance features photoshop is known for, but it is similar to a far extent!
Krita is a software i haven’t used before, but one of my fave artists, Sara Tepes uses Krita for her digital works, and its incredible! (both her art and the software, i meant lol). she also has a video on basics of Krita so you can check her yt channel for that! though i cant say too much about it bc really, i’ve never used it before, but i just know it has the same vibe and feel as photoshop!
there are other softwares you can try out if these two softwares doesnt fit your taste, they are: MediBang Paint (i know this is really good too!), clip studio paint (not really sure abt this, but you can try), paint tool sai (you have to pay like $40? its a one-time fee tho, but if youre not sure if you want to be committed to digital art, i suggest you try the free programs before upgrading to this!)
